I think that Korora is refering to the mindset of the leaders of the N.I.C.E. , Jo. The Nazgul's theme has me thinking of the diabolical villain from the Time Bandits move. That evil character denied that "The Supreme Being" had anything to do with his creation as he plotted to steal the map of the holes in the universe.
