The verse says the Devil was given power, presumably by God: ie. all the kingdoms of the Earth. The devil then gives that power to whoever he chooses.

Again, in a later passage from Luke:

Jesus said to them, "The kings of the Gentiles lord it over them; and those who exercise authority over them call themselves Benefactors. But you are not to be like that. (So what did the Church go and do? It became the Holy Roman Empire!)
“And turn their grief into song?" he replied. "That would be a gracious act and a good beginning."

It's not only great power that corrupts. We all have opportunities to abuse power - only the scale differs. Satan offered Jesus authority through a lust for power. Illigitimate power, as it were. If he had taken it, he would not have gotten real power, and he knew that. If only more leaders realized that.

And I must realize that when I am tempted to steamroll over someone on my way to wherever it is I'm intent on going.
