I do have to beg to differ on one understanding. The EOC does NOT 'refuse to evangelize'.

We do evangelize; we DON'T do door-to-door 'soulwinning'. Orthodoxy in America is a direct result of Orthodox evangelism (mission work). One of the things that drew me was the lack of pressure from them to become a Christian. They let me make up my own mind. (I drove my wife regularly to church for two years while still agnostic and stood around, both inside and outside during the services - the lack of attention on me during the service showed me where their attention really was).

We have missions and outreaches. (Do a search on Lynette Hoppe, for example - you'll find an inspiring story, or find out who our Saints Herman and Innocent are.) But you are correct that the Orthodox Church places greater stock in today's world on making our own lives ones that would draw people to Christ.
