Argh ... I THINK this might be where Frodo and Faramir stand behind the waterfall looking down at the pool but I'm not sure. Either that or it's on Amon Hen but my answer will be the first one. I will wait for confirmation before proceeding though :)

I THINK it might be Treebeard to Wormtongue? Actually thinking about it it's probably not. My second guess would be Theoden to a messenger that he saw approaching him from Helm's Deep as he came there.
