I think that it would be entirely within the Witch's power to have the "stone" people fully conscious that they are unable to move or breathe.
..fully conscious that a bird just pooped on them...
... aware that there is snow gathering on their head...
... knowing that a little boy just drew a mustache on them. :wink:

Remember Jadis in The Wizard's Nephew? As long as she was getting what she wanted, she didn't care enough to be cruel. She might have changed in the interviening period, but the impression I got was that others didn't matter to her at all so I doubt if her cruelty extended to statues.
